Why is it so difficult to determine "where to talk" for the leaders of Russia and Ukraine?

Professor Li Haidong from the Institute of International Relations at the Diplomatic Academy pointed out in an interview that the differences between Russia and Ukraine on the location of the meeting of their leaders indicate that negotiations between the two countries will be a long and complicated process. Both Russia and Ukraine have sharp disagreements on key issues, making it difficult to quickly reach a final result through negotiations. However, against the backdrop of increasing external pressure from the US, both Russia and Ukraine do not want to give the impression to the outside world that they are the obstacles to negotiations. Russia has proposed negotiations in Moscow, which not only shows its support for resolving issues through dialogue, but also ensures that Russia can be in a more advantageous or even dominant position during the negotiations, allowing the US to put more pressure on Ukraine, thus making Russia more proactive in diplomacy. The clear differences between the two sides on the negotiation location also show that both countries are using a strategy of applying pressure through negotiations and military actions to deal with the conflict, indicating that it will be difficult for the Russia-Ukraine conflict to end in the short term.
