At the request of domestic Chinese enterprises, on March 4, 2025, the Ministry of Commerce issued the first anti-avoidance investigation filing notice, initiating an anti-avoidance investigation on imported single-mode optical fiber products originating from the United States with a cutoff wavelength shift, and based on the investigation results, decided to implement anti-avoidance measures from September 4, 2025. The anti-avoidance investigation complies with Chinese laws and WTO rules, aiming to maintain the authority of existing trade remedy measures and ensure the effectiveness of trade remedy measures. Articles 36 and 49 of the Foreign Trade Law of the People's Republic of China stipulate that the Ministry of Commerce may launch an investigation on activities that evade foreign trade remedy measures and take necessary anti-avoidance measures.
