On September 4, the Ministry of Industry and Information Technology and the State Administration for Market Regulation issued the "Action Plan for Stable Growth of the Electronic Information Manufacturing Industry in 2025-2026". The plan emphasizes achieving high-quality development in fields such as photovoltaics by breaking away from intense competition and addressing low-price competition in products like photovoltaic products through legal means. It also encourages local governments to plan the layout of the photovoltaic and lithium battery industries in an orderly manner, and guides them to assess production capacity. The plan includes implementing quality management for photovoltaic modules and lithium battery products, fully implementing industry norms such as the "Normative Conditions for the Photovoltaic Manufacturing Industry", strengthening coordination with investment, finance, and safety policies, and promoting technological progress in the industry. It also calls for expedited research on a recommended catalog of safe energy storage battery products based on mandatory national standards. The plan supports industry associations in establishing self-discipline mechanisms, enhancing monitoring, warning, and risk communication in key industries, and adjusting industry scale in an orderly manner.
