On August 22, at the China Cosmetic Ingredients Innovation Conference and Beijing "Future Beauty City" Development Conference, Xu Jinghe, member of the Party Group and Deputy Director of the National Medical Products Administration, stated that for new cosmetic registration materials, the "report and review immediately" policy will be implemented. The National Medical Products Administration is selecting innovative cosmetic new materials with high value, and for those that meet the requirements, "early intervention and full guidance" will be implemented. The research and development of Chinese cosmetic ingredients started relatively late, and international raw material giants still occupy the high-end market in China. Industry statistics show that the self-sufficiency rate of common raw materials is about 60% currently, while the external dependency rate for key materials such as high-end active ingredients, specialty oils, and functional monomers is generally over 70%.
