Three ministries: Rare earth production companies that violate regulations will have their next year's total control quota reduced as an administrative penalty.

The Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Ministry of Natural Resources have issued the "Interim Measures for the Total Control and Management of Rare Earth Mining and Rare Earth Smelting Separation". The interim measures stipulate that rare earth production enterprises that violate the provisions of these measures, or refuse to cooperate with or obstruct the supervisory and inspection authorities in performing their duties in accordance with the law, shall be ordered to make corrections by the industrial and information technology, and natural resources authorities at or above the county level according to their respective responsibilities, and shall be punished in accordance with relevant laws and regulations such as the Mineral Resources Law of the People's Republic of China and the Regulation on the Management of Rare Earths. Rare earth production enterprises that violate the provisions of these measures and are subjected to administrative penalties shall have their total control targets for the next year reduced. If personnel from the industrial and information technology, natural resources, and development and reform authorities abuse their power, neglect their duties, or engage in favoritism and malpractice in the work of total control and management of rare earth mining and smelting separation, they shall be disciplined in accordance with the law. Those who violate these measures and commit acts that constitute violations of public security shall be subject to public security management punishment in accordance with the law; those who commit crimes shall be held criminally responsible in accordance with the law.
