On the morning of August 19, the State Council Information Office held a series of themed press conferences on "high-quality completion of the '14th Five-Year Plan'", introducing the achievements of building a sports power during the '14th Five-Year Plan' period. At the meeting, Gao Zhidan, Director of the General Administration of Sport of China, stated that during the '14th Five-Year Plan' period, efforts were made to modernize the governance system and governance capacity of sports, focusing on breaking through institutional barriers that restrict sports development. A series of measures have been taken and new progress has been achieved. He mentioned changing the way sports are developed, fully tapping into existing resources, following a path of connotation development where urban and rural communities' idle spaces have become important venues for public fitness; reforming the evaluation methods for sports work, researching and formulating an index system for building a sports power; fully mobilizing social forces to actively train competitive sports talents, with significant effects; promoting the revision and improvement of the "Sports Law" and over 600 sports system regulations, establishing a sports arbitration center, and entering a new stage of sports legal construction. In addition, solid progress has been made in reforming and revitalizing football, streamlining the system, and tackling issues such as "fake, gambling, and black" to gradually put football on the track of healthy development; continuously strengthening sports safety work to contain "fan culture".
