Gong Zheng: Speed up the transformation of "two old and one village." Shanghai plans to start the transformation of 25 urban villages this year.

At the 23rd meeting of the 16th Standing Committee of the Shanghai Municipal People's Congress, Mayor Gong Zheng specifically introduced the work related to promoting stable economic growth, advancing the integration of scientific and industrial innovation, deepening reform and expanding opening up, and ensuring and improving the livelihoods of the people, in response to the issues of concern to the People's Congress representatives, CPPCC members, and citizens, combined with the key work of the Municipal Party Committee and the Municipal Government. Regarding ensuring and improving the livelihoods of the people, Mayor Gong Zheng stated that since the beginning of this year, Shanghai has adhered to the fundamental value orientation of benefiting the people, comprehensively launched a new round of actions to build a people's city, paid more attention to "investing in people", focused on improving the quality of public services to address the urgent and difficult issues faced by the masses, and promoted the construction of livelihoods to be more fair, balanced, universal, and accessible. First, efforts are being made to stabilize employment. Shanghai continues to strengthen its policy of prioritizing employment to stabilize and expand employment by all means. On the one hand, it ensures the overall stability of the city's employment situation. Shanghai is deepening the implementation of policies such as temporarily reducing unemployment insurance rates to establish a mechanism for stabilizing employment in foreign trade, and fully supporting enterprises to not lay off employees or minimize layoffs. On this basis, the toolbox of employment stabilization policies will be reinforced, with a reserve of incremental policies. Second, accelerate the transformation of "two old and one village". This year is the first key node of the three-step transformation of "two old and one village", including three aspects: the comprehensive completion of the transformation of scattered substandard old housing below the level of dilapidated houses in the central urban area. In 2022, after the completion of the renovation of dilapidated houses in the central urban area, there are still about 380,000 square meters of scattered old houses left to be renovated. In the first two years, 258,000 square meters of renovation have been completed, and this year the overall clearance will be achieved. It aims to start 66 whole community transformation projects around the central urban areas from 2024 to 2026. Last year, 21 projects were initiated, far exceeding the target of 10 projects planned at the beginning of the year, and this year plan to start 25 projects. In the second half of the year, Shanghai will continue to exert efforts, with a focus on strengthening financial support. Further coordinate policy financial instruments and market financing channels, of the newly added government special bond quota this year, about 40 billion yuan will be used for the "two old one village" and old housing transforming projects without sanitary facilities, the city will continue to attract strong development companies to participate in the transformation and construction. Third, optimize community health services. The 246 community health service centers in the city are the "gatekeepers" of citizens' health. Shanghai will give full play to the basic role of the community in the health service system, allowing the masses to enjoy high-quality medical services at their doorstep. On the one hand, promote the sinking of high-quality medical resources to communities. Since last year, more than half of the specialist appointments from the city's level two and three hospitals have been opened to community health service centers, with the goal of reaching 200,000 appointments in the first half of this year through community prioritized booking.
