The meeting of the Political Bureau of the CPC Central Committee on July 30 emphasized the need to solidly carry out work on guaranteeing people's livelihoods. It highlighted the policy orientation of prioritizing employment, promoting the employment of key groups such as college graduates, retired military personnel, and migrant workers. It called for the implementation of policies benefiting the people and the improvement of a layered and classified social assistance system. It stressed the importance of strengthening the foundation of agriculture, promoting the maintenance of grain and important agricultural product prices at a reasonable level. It called for the consolidation and expansion of the achievements in poverty alleviation, ensuring that there is no large-scale return to poverty. It always puts the safety of people's lives first, strengthens safety production and food safety supervision, fully prepares for flood prevention and emergency relief work, and ensures energy and electricity supply during the summer peak period. It also emphasized the need to do well in the formulation of the "Thirteenth Five-Year Plan."
