On July 22, the planning and natural resources departments of Beijing, Shanghai, Guangzhou, Shenzhen, and Hangzhou reached a consensus through video conferencing to implement "cross-city handling" cooperation in real estate registration services by 2025, in order to coordinate government services and continuously optimize the business environment. According to the Shenzhen Planning and Natural Resources Bureau, the "cross-city handling" cooperation among the five cities is a specific action to implement the Central Committee and the State Council's "Notice on Further Enhancing the Convenience of Real Estate Registration and Promoting the Optimization of the Business Environment". The goal is to address the real estate registration needs caused by personnel mobility in the innovative pilot cities of Beijing, Shanghai, Guangzhou, Shenzhen, and Hangzhou. According to the cooperation framework agreement, the "cross-city handling" cooperation among the five cities will mainly focus on three aspects: full coverage of services- the entire administrative areas of Beijing, Shanghai, Guangzhou, Shenzhen, and Hangzhou will be included in the service coverage, gradually covering all real estate registration agencies. Expand service types - the initial phase will cover transfer registration, change registration, mortgage registration, pre-registration, information inquiries, and other high-frequency matters, and subsequently cover all real estate registration services on state-owned land. More diverse handling modes - for those who meet the online conditions, they can use "out-of-town assistance, full-service online processing", that is, remote personnel guiding the applicant to log in to the local government service website or app, complete the application online; for those who do not meet online conditions or require offline service, they can use "remote collection, local handling", that is, after verifying identity and intention remotely, the materials can be verified by the remote organization and mailed to the local office for processing, achieving the goal of "one-stop government services" for the public and businesses, even to the point of "zero-errands".
