After the closing of the borders, the scope of "zero tariff" goods in the Hainan Free Trade Port will be expanded to about 6600 tariff items.
Today, the State Council Information Office held a press conference to introduce the situation of building the Hainan Free Trade Port. A relevant official from the Ministry of Finance stated that they have led the formulation of tax policies for goods entering and exiting the "first line," "second line," and circulating on the island, as well as the list of taxable goods imported to the Hainan Free Trade Port, which will be implemented from the day the island is completely closed. It was introduced that after the island is closed, the coverage of "zero tariff" goods will significantly increase. After the island is completely closed, imported "zero tariff" goods will be managed through a negative list, replacing the previous positive list of "zero tariff" goods. The range of "zero tariff" goods will expand from the current 1900 tariff items to about 6600 tariff items, accounting for approximately 74% of all tariff items, an increase of nearly 53 percentage points compared to before the island was closed.
