The policy system of the Hainan Free Trade Port has been initially established.

Today, the State Council Information Office held a press conference to introduce the relevant situation of the construction of the Hainan Free Trade Port. An official from the National Development and Reform Commission stated that since the official release of the "Overall Plan for the Construction of the Hainan Free Trade Port" in June 2020, a number of landmark and pioneering innovative measures have been implemented, and the policy system of the free trade port has been initially established. Wang Changlin, Deputy Director of the National Development and Reform Commission, introduced that the flow of people, goods, capital, and data has become more convenient. People from 85 countries can enter Hainan visa-free, the total tonnage of international vessels in the "Yangpu Port of China" has jumped to second place nationwide, funds can be freely and conveniently transferred between multi-functional free trade accounts and overseas accounts in accordance with the law, and data exiting the country is managed through a negative list. Trade in goods, services, and investments in three major areas have been accelerated. Policies with zero tariffs have been implemented for importing raw materials, means of transportation, yachts, and self-use production equipment. The first negative list for cross-border service trade in the country has been implemented, and 22 special measures to relax market access have been introduced, with the highest level of openness on the negative list for foreign investment access nationwide. The tax incentives for both enterprises and individuals continue to increase. The "double 15%" tax rate incentive policy for corporate and individual income tax has been implemented, with accumulated tax reductions of over 31 billion yuan and 17 billion yuan respectively. The scope of the tax-free policy for processed value-added products has been expanded to the entire island, and the duty-free shopping quota for departure from the island has been increased to 100,000 yuan per person per year. The legal guarantees based on the special law of the Hainan Free Trade Port continue to improve. Through legal means, various institutional arrangements of the free trade port have been clarified, and more than 40 supporting regulations have been issued to effectively guarantee the implementation of reform and innovation measures. Overall, with the implementation of these policies and systems, the open and development of the Hainan Free Trade Port have been steadily advancing and flourishing, achieving important stage results and laying a solid foundation for the start of the operation of the island as a whole.
