Shantou, Guangdong province has raised its emergency response for prevention and control of typhoons to level III.
At 05:00 on July 19th, the center of Typhoon "Wipha" was located in the northeast waters of the South China Sea, about 530 kilometers south of Shantou, with maximum winds near the center reaching force 10. It is expected that "Wipha" will move west-northwest at a speed of 15 to 20 kilometers per hour, gradually approaching the central and western parts of Guangdong Province along the coast, with the intensity gradually increasing. There is a high possibility that it will make landfall on the coast of western Guangdong or the Pearl River Delta region on the 20th as a typhoon or strong typhoon. As a result, from daytime on the 19th to the 21st, Shantou City will experience heavy rain and locally heavy rain, with maximum winds on land reaching force 7 to 9, gusting to force 10 to 11, and winds near Shantou reaching force 8 to 10, gusting to force 11 to 12. The Shantou Meteorological Observatory upgraded the typhoon blue warning signal to yellow at 06:40 on July 19th. According to the Shantou Flood Control, Drought Relief, Wind Control, and Cold Protection Emergency Plan and consultation assessment, the Shantou Triple Defense Command decided to raise the wind defense emergency response level from level IV to level III at 07:00 on July 19th.
