Among them, it proposes to implement the "Polaris" plan to support the most outstanding star companies in the field of quantum technology. It will cultivate and strengthen patient capital, with a focus on long-term value, encouraging state-owned capital, industrial capital, and venture capital to form a "relay investment" model, and to construct a synergistic mechanism and diversified funding support system of "government-led funds + market-oriented capital + scientific research transformation platform". It will promote the establishment of a "Future Industry Leading Fund", focusing on investment in fields such as quantum technology, accurately identifying and accompanying potential projects for long-term growth.
