Adhering to integrated planning for population, industry, urban and transportation, optimizing urban spatial structure; accelerating the construction of a new model for real estate development, steadily advancing the renovation of urban villages and old and dangerous buildings; vigorously developing the life service industry, improving the level of public services, firmly securing the bottom line of people's livelihood. Fourthly, efforts are made to build green, low-carbon and beautiful cities. Consolidating the effectiveness of ecological environment governance, taking more effective measures to address issues such as urban air governance, protection of drinking water sources, and treatment of new pollutants, promoting coordinated effectiveness in reducing pollution, cutting carbon emissions, and increasing greenery to enhance urban biodiversity. Fifthly, efforts are made to build resilient cities that are safe and reliable. Promoting the construction of urban infrastructure lifeline safety projects, accelerating the renovation and upgrading of old pipelines; strictly limiting the construction of super high-rise buildings, comprehensively improving the level of housing safety protection; strengthening the prevention and control of natural disasters in cities, coordinating urban flood control systems and flood control; enhancing overall social security prevention and control, effectively safeguarding public safety in cities. Sixthly, efforts are made to build civilized cities that value virtue and kindness. Improving the system for protecting and inheriting historical and cultural heritage, improving the urban landscape management system, protecting the unique historical context, human geography, and natural landscapes of cities; strengthening the construction of urban cultural soft power, improving the civic quality of citizens. Seventhly, efforts are made to build smart cities that are convenient and efficient. Upholding the leadership of the Party, adhering to the rule of law in governing the city, innovating the concept, model, and means of urban governance, making good use of mechanisms such as the citizen service hotline to efficiently address urgent and difficult problems faced by the people.
