Chongqing has drafted the "Chongqing Distributed Photovoltaic Power Development Construction Management Implementation Rules".

Recently, in order to further regulate the development and construction management of distributed photovoltaic power generation in Chongqing, the Chongqing Energy Bureau took the lead in drafting the "Implementation Rules for the Development and Construction Management of Distributed Photovoltaic Power Generation in Chongqing" and is now seeking public opinions. The draft for public opinion states that for general commercial and industrial distributed photovoltaic projects that use excess electricity for self-consumption and grid connection, the proportion of self-consumption electricity for the year will be determined based on the distribution of electricity load in the city. Specifically, the proportion of self-consumption electricity in the projects located in the administrative areas of 22 districts and counties in the main urban area of the city should be no less than 20% per year, and in other districts and counties, the proportion should be no less than 40% per year. It encourages investment entities to explore the construction of diversified application scenarios for distributed photovoltaics, supports regions to explore the establishment of mechanisms for incremental distribution network, virtual power plants, smart microgrids, and coordination and sharing of interests with the main power grid, promotes integrated development of generation, grid, load, and storage, and researches and promotes development models such as energy integration, photovoltaic storage integration, distributed photovoltaics + storage, and 5G base stations.
