The Anhui Provincial Development and Reform Commission held a province-wide railway construction dispatch promotion meeting in Hefei. Deputy Director Guo Hao emphasized the following points: Firstly, local matching funds should be fully implemented. Make full use of national policies and actively seek support from central budget, special national debt, and policy-based developmental financial instruments; seize the opportunity of the pilot project of self-examination and self-initiation of special bonds, and guarantee railways as an important area supported by special bonds; standardize the management of fund usage, ensure earmarked funds are used for their intended purposes, strictly prohibit transfer, misappropriation, and embezzlement. Secondly, accelerate the preliminary work of projects. Fully implement the Gantt chart working mechanism, conduct regular progress briefings; deepen project research and reserves with various cities, actively strive for inclusion in national planning; adhere to the principle of "elements follow projects", increase various element support efforts, ensure that key projects start construction as early as possible within the year. Thirdly, accelerate the construction of ongoing projects. Further improve the project construction coordination and dispatch mechanism and the land acquisition and demolition on-site coordination mechanism; establish accounts for each project, provide frontline assistance in solving prominent contradictions and problems in project construction and land acquisition and demolition; optimize construction organization around the goal of completing construction and operation of key projects such as the Hefei-Sixian section of the Hefei-Nanjing high-speed railway within the year.
