On June 26th, the State Council Information Office held a themed press conference titled "Starting the '15th Five-Year Plan' Period" to introduce the plans for accelerating the construction of a new energy system during the '15th Five-Year Plan' period. Wang Hongzhi, director of the National Energy Administration, stated that artificial intelligence and energy have entered a fast lane of mutual empowerment. The explosive growth of artificial intelligence has led to a sharp increase in electricity consumption. For example, generating a 5-second HD video with artificial intelligence consumes electricity equivalent to charging 10 cellphones. In response to this explosive growth, we will coordinate energy resource allocation and computational power infrastructure construction in a "powerful calculation with electricity" manner to promote coordinated calculation and electricity use in multiple dimensions. Firstly, we will strengthen coordination in planning and layout, coordinating the layout of national computational power hubs and large-scale new energy bases in the western regions to promote coordinated construction of computational power facilities and electricity systems; in the eastern regions, we will promote the coordinated planning of distributed computational power with distributed power sources, microgrids, and virtual power plants to respond to demand nearby. Secondly, we will strengthen coordination in the policy system, encouraging eligible computational power facilities to connect directly to green electricity, supporting them to participate in green electricity and green certificate trading. Lastly, we will enhance coordination in operation and regulation, optimizing the arrangement of computational power loads based on the electricity consumption characteristics and regulation potential of different design tasks.
