The State Council Information Office held a series of themed press conferences on the theme of "Starting the '15th Five-Year Plan'", introducing the situation related to "advancing comprehensively governed by law". At the press conference, Huang Wei, Deputy Director of the Legislative Affairs Commission of the National People's Congress Standing Committee, introduced the implementation of the "15th Five-Year Plan" outline and the legislative planning and arrangements of the National People's Congress Standing Committee. The year 2026 marks the beginning of the "15th Five-Year Plan", with 15 legal cases scheduled for continued review, 19 cases for initial review, and some preparatory review projects. Among them, the Ecological Environment Code, the Law on Promoting National Unity and Progress, and the National Development Planning Law have already been reviewed and passed at the Fourth Session of the 14th National People's Congress. In order to accelerate the construction of a high-level socialist market economy system, laws such as the Land Protection and Quality Enhancement Law, the State-Owned Assets Law, the amendment of the Enterprise Bankruptcy Law, Trademark Law, Registered Accountants Law, State-Owned Enterprise Law, Tendering and Bidding Law, Government Procurement Law, Price Law, Agriculture Law, and Tax Collection and Management Law will be formulated. Legislation in the financial field will be accelerated, with the formulation of the Financial Law, Financial Stability Law, amendment of the Banking Supervision and Management Law, and the People's Bank of China Law. Strengthening the protection and improvement of people's livelihood systems, laws such as the Social Assistance Law, Health Insurance Law, Child Care Service Law, National Fire and Rescue Personnel Law, and Industrial Workers' Team Building Law will be formulated, with amendments to the Teachers Law, Road Traffic Safety Law, and Urban Real Estate Management Law. To ensure and promote social fairness and justice, laws such as the Public Interest Litigation Law will be formulated, with amendments to the Prison Law and Criminal Procedure Law. Improvements to the legal system for ecological environment protection will include the formulation of the Antarctic Activities and Environmental Protection Law, amendments to the Water Law and Renewable Energy Law. Efforts will be made to strengthen the construction of the foreign-related legal system, with the formulation of the Anti-Corruption Law and Overseas Chinese Rights Protection Law, and attention will be paid to improving foreign-related provisions in relevant laws. As of now, the legislative planning of the 14th National People's Congress Standing Committee has progressed smoothly, with 58 out of 79 first category projects scheduled for review during the term completed, achieving a completion rate of 73.4%, and the other projects are progressing in an orderly manner.
