At the "Initiation of the '14th Five-Year Plan'" series of theme press conferences held by the State Council Information Office today, Huang Wei, deputy director of the Law Committee of the Standing Committee of the National People's Congress, introduced that the Ecological Environment Code will be implemented from August 15 this year. Following the Civil Code, the Ecological Environment Code is the second law in China named after a code. It is the world's first code named after "ecological environment" and is another major achievement in the construction of socialism with Chinese characteristics in the new era. The Ecological Environment Code for the first time incorporates Xi Jinping's ecological civilization thought into law, marking a milestone significance. It focuses on addressing new areas of pollution prevention, answering the questions of the times. Regarding pollution prevention and control issues in new areas such as chemical pollution risk management, electromagnetic radiation pollution prevention, and light pollution prevention, the code makes targeted provisions to actively respond to the questions of the times, reflecting the timeliness of the code. It adheres to problem-oriented approach, targeting solutions to issues that directly affect the interests of the masses. This includes scientifically strengthening the organization and management of straw burning, strengthening the governance of kitchen fumes and unpleasant odors near the people's homes, and improving relevant ecological protection systems in ecological protection practices. It embodies the concept of source control, expanding the perspective from pollution prevention and ecological protection to promoting comprehensive green transformation of economic and social development through legal means, with distinctive Chinese characteristics. Particularly, a chapter on "Addressing Climate Change" is included to implement the major strategic goals of peaking carbon emissions and achieving carbon neutrality, emphasizing both mitigation and adaptation, and promoting the construction of a fair, reasonable, cooperative and win-win global climate governance system. It implements the strictest system and the most rigorous legal requirements. On the basis of existing laws, scientific and reasonable legal responsibilities are set to address the situations and problems in law enforcement practices in the field of ecological environment, building a more unified, comprehensive, and strictly regulated legal responsibility system.
