The new social security health insurance, long-term care insurance, will be rolled out nationwide for a period of 3 years.
The State Council Information Office held a press conference this morning, where officials from the National Healthcare Security Administration and the Ministry of Finance introduced the situation regarding the accelerated establishment of a long-term care insurance system. Wang Wenjun, Deputy Director of the National Healthcare Security Administration, introduced that long-term care insurance is a new type of social insurance, in which all individuals participate and funds are raised to provide regular living assistance and medical care to insured individuals who have lost their ability to perform daily activities. The incurred care costs are reimbursed. Based on the summary of the pilot experience, the Central Committee of the Communist Party of China and the State Council recently issued the "Opinions on Accelerating the Establishment of a Long-Term Care Insurance System", aiming to establish a long-term care insurance system that adapts to China's national conditions within about three years. This marks the transition of the long-term care insurance system from a partial pilot to a nationwide implementation and is of significant importance. According to the introduction, the "Opinions" require that the construction of the long-term care insurance system adhere to five principles: universal coverage, urban and rural coordination, fairness and standardization, safety and regulation, and sustainability. In order to implement the "Opinions", the National Healthcare Security Administration, the Ministry of Civil Affairs, the Ministry of Finance, the Ministry of Human Resources and Social Security, the Ministry of Agriculture and Rural Affairs, the National Health Commission, the State Administration of Taxation, and the China Disabled Persons' Federation have jointly formulated implementation plans to guide provinces to establish long-term care insurance systems based on local conditions.
