"Shanghai Municipal Regulations for Promoting the Accelerated Development and Management of High-Growth Enterprises" issued

The Economic and Information Commission of Shanghai Municipality has issued the "Implementation Rules for Accelerating the Development of High-Growth Enterprises in Shanghai", which will be implemented from December 22, 2025, and will be valid until December 21, 2027. The evaluation of potential high-growth enterprises and high-growth enterprises will adopt a "automatic" model, without the need for enterprises to apply. The evaluation of potential unicorns and unicorn enterprises will be conducted by the enterprises themselves, and those who believe they meet the criteria can voluntarily apply to the district-level government business competent authorities. The municipal and district government business competent authorities will actively share the list of high-growth enterprises with relevant departments, promote various policy funds to play an early investment, small investment, and long-term investment role, and increase policy coordination support and service efforts.
