According to the announcement of the transfer of state-owned construction land use rights in Shenzhen, all residential properties within this parcel of land are required to be sold as completed units, making it the second piece of residential land in recent years in Shenzhen to require all units to be completed before sale. Promoting the system of selling completed units is one of the key tasks in the process of reforming and improving the real estate development, financing, and sales systems. In recent years, many regions have been actively promoting the system of selling completed units through policy and land transfer measures. According to the China Real Estate Information Corporation, since the end of 2022, 39 regions across the country have piloted the sale of completed units and introduced relevant support policies. This year, regions such as Xinyang in Henan province and Jingmen in Hubei province have implemented relevant policies to promote the sale of completed units based on the principle of "distinguishing between new and old" in order to protect the legitimate rights and interests of home buyers.
