Ministry of Transport: Guide cruise port enterprises to set up departure tax refund stores, duty-free shops, tax refund agency counters, foreign currency exchange institutions and facilities.

The Ministry of Transport and the Ministry of Culture and Tourism jointly issued "Several Measures to Further Promote the Development of Cruise Transportation and Tourism Services". Among them, it is mentioned to standardize and improve port services. Cruise port enterprises and related units should implement the "Port Charges Charging Method" and the fee list and public disclosure system, and encourage mutual beneficial cooperation between cruise port enterprises and cruise transportation enterprises. Cruises can enjoy exemption policies different from freighters. The transportation authority actively seeks support from local governments for cruise port enterprises to build and use shore power and other service facilities. Guidance should be provided to cruise port enterprises to provide convenience for the establishment of duty-free shops, tax refund agencies, tax refund counters, foreign currency exchange facilities, and international cruise port supply facilities, as well as to improve multi-language services and consumer facilities.
