Ministry of Transportation: Encourages mutual and beneficial cooperation between cruise port enterprises and cruise transportation enterprises.

The Ministry of Transport and the Ministry of Culture and Tourism jointly issued the "Several Measures to Further Promote the Development of Cruise Transportation and Tourism Services". It mentions the standardization and improvement of port services. Cruise port enterprises and related units should implement the "Port Charges Calculation Method" and the fee catalogue and public disclosure system, and encourage mutual beneficial cooperation between cruise port enterprises and cruise transportation enterprises. Cruise ships can enjoy exemption policies different from cargo ships. The transportation regulatory department actively strives for local governments to support cruise port enterprises in the construction and use of shore power and other service facilities. It guides cruise port enterprises to provide convenience for setting up duty-free shops, tax refund shops, tax refund agency counters, foreign exchange institutions and facilities, as well as international cruise port supply, and improve multilingual services and consumer facilities.
