Jiangxi: Encouraging pharmaceutical companies to go public in domestic and international markets, supporting qualified pharmaceutical companies to expand financing channels.

The General Office of the People's Government of Jiangxi Province recently issued the "Implementation Opinions on Promoting High-Quality Development of the Pharmaceutical Industry through Comprehensive Deepening of Drug, Medical Device and Cosmetics Supervision and Reform". It proposes to improve the innovation support mechanism. Establish a collaborative mechanism for the research and development evaluation of cosmetics, support the innovation of cosmetic raw materials and the registration application of new functional cosmetics in accordance with the law. For each variety of innovative drugs of the first category newly approved in Jiangxi Province, and third category innovative medical devices that have generated economic benefits, a reward of 10 million yuan will be given as specified; for each variety of first approved generic chemical drugs that have generated economic benefits, a reward of 2 million yuan will be given as specified. The "Opinions" encourage municipal governments and park management committees to implement reward policies for national innovative drugs, new drugs of classic ancient Chinese medicine formulas, innovative medical devices and innovative cosmetic raw materials. Encourage banking institutions to develop more "long-cycle, light-pledge, heavy-credit" credit products tailored to the characteristics of the pharmaceutical industry, increase the scale of loan distribution, and expand business coverage. Utilize the provincial modern industry guidance fund and related science and technology innovation funds to invest in pharmaceutical companies with the potential to go public. Encourage pharmaceutical companies to go public in domestic and foreign markets. Support eligible pharmaceutical companies to broaden their financing channels through issuing various bonds, asset securitization products, infrastructure public REITs, etc. Help create new advantages in the cosmetics industry. Make use of Jiangxi Province's advantages in scale of raw materials such as plant squalane, niacinamide, natural tocopherol, and characteristic plant resources such as camellia oleifera, artemisia annua, and gardenia jasminoides to develop new raw materials and products.
