Two departments: Strive to explore for three years and significantly improve the level of urban underground pipeline and other basic infrastructure.

On April 8, the General Office of the Ministry of Finance and the General Office of the Ministry of Housing and Urban-Rural Development issued a notice on the implementation of the Urban Renewal Action supported by central finance in 2025. It mentioned that through three years of exploration, the level of urban underground pipeline and other infrastructure has significantly improved, the efficiency of domestic sewage collection and treatment has further increased, and significant results have been achieved in the construction of livable environment in old and rundown areas, forming replicable and scalable models and experiences. It also mentioned the subsidy standards for central finance. Central finance provides fixed subsidies to cities implementing urban renewal actions based on the region. Specifically: in the eastern region, the total subsidy for each city does not exceed 8 billion yuan, in the central region, it does not exceed 10 billion yuan, in the western region, it does not exceed 12 billion yuan, and in municipalities directly under the central government, it does not exceed 12 billion yuan. Funds will be allocated annually based on the progress of the work.Funds, central budget investments, local government general public budgets, local government special bonds, other government funds budgets, state-owned assets budgets, etc., should maximize the efficiency of financial funds. In terms of financial support, explore and optimize the credit support model of financial institutions, and encourage social capital to enter. At the same time, establish a reasonable cost-sharing mechanism, such as the sewage full coverage model area and the "factory network integration" operation and maintenance mechanism, the pay-for-performance mechanism oriented towards improving sewage collection efficiency, the professional service mechanism for secondary water supply facilities in residential areas, the dynamic updating mechanism and long-term operation mechanism of the underground pipeline network "one map" facilities, etc. Third, land guarantee and approval mechanisms, including revitalizing and using low-efficiency land reserves, planning systems, approval systems for urban renewal projects applicable to renovation projects, urban renewal regulations and technical standards, etc. Central funds can be used for the relevant expenditures in the establishment process of the above three mechanisms.Each city should adhere to the principle of adapting measures to local conditions and policies to each city, highlighting the key content of this urban renewal, focusing on the old urban areas, concentrating on the creation of model projects for urban renewal, and forming model districts. At the same time, coordination with existing support policies should be done, and specific projects should not duplicate the application of central budget investments, vehicle purchase tax funds, ultra-long-term special national bonds, and other central funds from other channels to prevent duplication. V. Daily tracking, supervision, inspection, and performance management Provincial housing and urban-rural construction and financial departments should establish a daily tracking and supervision mechanism for the selected cities, promptly report on work progress, existing problems, and experiences to the Ministry of Housing and Urban-Rural Development and the Ministry of Finance, with no less than 1 report per city per year in principle. The Ministry of Finance and the Ministry of Housing and Urban-Rural Development will conduct performance evaluations in accordance with the "Performance Evaluation Measures for Central Government Support for Urban Renewal Action" (Financial Office Construction [2024] No. 46) and relevant requirements for central fund budget management. VI. Other matters (1) The provincial financial and housing and urban-rural construction departments participating in the application (directly designated cities may be submitted directly by the city government) should jointly submit a written report to the Ministry of Finance and the Ministry of Housing and Urban-Rural Construction before April 30, and organize the application city to submit an electronic version (including supporting materials) through the Finance Ministry and the Ministry of Housing and Urban-Rural Construction email, or by mail through CDs or other mobile storage methods. The application materials should not contain any sensitive documents or content, and the size of the electronic version should not exceed 8GB. (2) Each application city should prepare a work plan as required to reduce application expenses. Local authorities shall not delegate the preparation of work plans to the Ministry of Finance, the Ministry of Housing and Urban-Rural Construction, and their affiliated administrative, enterprise, and work units and personnel in any way (signed or unsigned); they shall not simply hand over the work to intermediary organizations or technical teams to "compile stories" and print luxurious materials. In addition to sending formal documents to the two departments, the application city's implementation plan and related supporting materials should all be submitted in electronic format. (3) Please strictly adhere to the specified number and requirements for recommending cities, submitting materials, etc., as clearly stated in the notice, and bear responsibility for the truthfulness of the submitted content. Cities that do not submit as required or have clearly untrue application content will have their application eligibility canceled that year. (4) For the cities determined to be selected through competitive evaluation, please stamp the overall performance goals table for the three-year action plan and the 2025 performance goal table with the seal of the city's People's Government, and submit them for record to the Ministry of Finance and the Ministry of Housing and Urban-Rural Development before the end of the public disclosure period.
