On April 6th, the China Nonferrous Metals Industry Association issued a statement, stating that the current world is undergoing rapid changes and international security is facing many challenges. In order to effectively prevent the improper use of rare earth-related products and ensure they are not used for inappropriate purposes, the Ministry of Commerce and the General Administration of Customs jointly announced on April 4th that export controls will be imposed on some rare earth-related items. This policy will be implemented from the date of the announcement. Rare earth-related items have both military and civilian applications. By implementing export controls on rare earth-related items, the Chinese government is demonstrating its determination to uphold world peace and security.
Based on past practices of enterprises, as long as they do not engage in activities that harm China's national sovereignty, security, or development interests, export controls will not affect their normal business and trade activities, nor will they affect the stability and security of the international industry supply chain.
China Rare Earth Resources And Technology will comply with the announcement requirements, strengthen compliance in trade, uphold high-level openness to the outside world, ensure that the relevant items are not used for military purposes or in sensitive areas, and continue to enhance international mutual beneficial cooperation with friendly countries. They will deepen the synergistic integration among upstream and downstream companies in the industrial chain, and achieve a benign interaction between high-quality industrial development and high-level security.
