Hong Kong has implemented multiple measures to promote employment for older adults. Employers hiring individuals aged 40 and above can receive a monthly subsidy of up to $5000.
The Deputy Secretary for Home Affairs of the Hong Kong Special Administrative Region Government, Chui Wing Hing, recently attended the "Senior and Capable: Promoting Silver Employment Roundtable Conference" to introduce the policy measures of the Hong Kong SAR Government in promoting employment for the elderly. Facing an aging workforce, the Hong Kong SAR Government proposed the establishment of a Silver Economy Taskforce in the 2024 Policy Address, which has released 30 measures in five categories to unleash the "silver production power". The taskforce has focused on training and employment support, providing priority training consultation services and specialized training courses for individuals aged 50 and above. In July 2024, the Labour Department of the Hong Kong SAR Government launched a 3-year "Re-employment Subsidy Pilot Scheme" for middle-aged and older people aged 40 and above who have been out of work for three consecutive months. The scheme covers full-time, part-time, and eligible "casual workers", with participants eligible for a maximum subsidy of up to HK$20,000 after working continuously for 12 months. As of August this year, the scheme has attracted over 50,000 participants and over 27,000 employment cases, with approximately one-fourth being individuals aged 60 and above. The "Middle-aged and Older Employment Scheme" complements the above scheme, encouraging employers to hire individuals aged 40 and above and provide on-the-job training.
