On March 4, 2025, in response to an application from domestic companies in China, the Ministry of Commerce initiated an anti-avoidance investigation on imported single-mode optical fiber products with cutoff wavelength displacement originating in the United States. This is the first anti-avoidance investigation in China. After initiating the case, the Ministry of Commerce conducted the investigation in accordance with the law and regulations, with a transparent and open investigation process that fully protected the rights of all stakeholders. Evidence from the investigation showed that U.S. exporters were avoiding China's anti-dumping measures on non-dispersive displacement single-mode optical fiber products from the United States by exporting related cutoff wavelength shift single-mode optical fiber to China. Based on the investigation results, the Ministry of Commerce issued a notice stating that the anti-avoidance measures will be implemented starting from September 4, 2025.
