The Development and Reform Commission of Zhejiang Province publicly solicits opinions on the "Implementation Plan for Market-oriented Reform of New Energy Grid Electricity Prices in Zhejiang Province" and supporting implementation rules. Among them, the "Implementation Rules for Bidding for Electricity Prices of New Energy Incremental Projects in Zhejiang Province" set the declared price limit. The upper limit of the declared price is determined by the energy regulatory department considering factors such as reasonable cost and profit, green value, supply and demand situation in the electricity market, and user affordability. In order to smoothly transition and connect with the current policies, the upper limit of the declared price for the first bidding in 2025 shall not exceed 0.393 yuan/kWh; the lower limit of the declared price is determined by the energy regulatory department considering the cost of the most advanced power plants as the cost per kWh.
