Declaration of the Council of Heads of State of the Shanghai Cooperation Organization Member Countries on Further Deepening International Cooperation in Artificial Intelligence.
The Shanghai Cooperation Organization Member States Council's statement on further deepening international cooperation on artificial intelligence. Member states will take the following actions: considering member states' priorities and respective domestic laws and regulations, support the United Nations' core role in artificial intelligence decision-making, welcome the UN General Assembly's resolutions "Strengthening international cooperation on capacity-building in artificial intelligence" and "Harnessing the role of artificial intelligence in creating new opportunities for sustainable development in Central Asia"; welcome the proposal of the "Inclusive Programme on Capacity-building in Artificial Intelligence", establishment of the Friendship Group for International Cooperation on Capacity-building in Artificial Intelligence, organizing an international conference on "AI in Action", and other initiatives in the field of artificial intelligence by SCO member states; enhance cooperation on artificial intelligence infrastructure, promote connectivity in artificial intelligence infrastructure, and promote international cooperation on artificial intelligence applications on a voluntary basis; promote cooperation in training artificial intelligence talents, expand inter-school cooperation and academic exchanges, promote the exchange of scientific research results and educational resources; promote investment cooperation in the field of artificial intelligence, leverage the role of the SCO Interbank Consortium, fully tap into the investment potential of SCO member states, and provide resource support for member states' artificial intelligence investment projects on a voluntary basis; develop a dialogue partner mechanism in the field of artificial intelligence on the basis of respecting national sovereignty, strengthen coordination in development strategies, governance rules, and technical standards, develop safe and responsible artificial intelligence, and develop trusted artificial intelligence systems; promote reciprocal ideas in the field of global governance on artificial intelligence, and always adhere to a balance between development and security in international regulation of artificial intelligence. Member states will strive to promote the development of artificial intelligence towards a more open, inclusive, universal, fair, and benevolent direction.
