New regulations in September will affect our lives. Any agreements that do not include social security contributions will be considered invalid.

Starting from September, a batch of new regulations will be implemented. The General Office of the State Council issued the "Opinions on Gradually Promoting Free Preschool Education", starting from the autumn semester of 2025, exempting public kindergarten children from the nursery education fees for one year before their preschool education. The "Notice on Issues related to receiving personal pension" will be implemented from September 1st. The notice adds 3 new cases for receiving personal pension. At the same time, on the basis of this, electronic social security cards, the "12333App" and other national unified online service entrances will be added as 2 application channels for individuals to participate in the basic endowment insurance relationships in their social insurance agencies. The new version of the mandatory national standard "Electric Bicycle Safety Technical Specifications" will be implemented from September 1st. The Supreme People's Court issued the "Interpretation of the Supreme People's Court on the Application of Laws in the Trial of Labor Dispute Cases", which will come into effect from September 1st. It stipulates that regardless of the negotiation between both parties or the unilateral commitment of the worker, any agreement regarding "not paying social insurance" is invalid.
