Regulations on the Protection of Permanent Basic Farmland Redlines Announced, to be Implemented Starting from October 1st.

According to the Ministry of Natural Resources, the "Regulations on the Management of Redlines for the Protection of Permanent Basic Farmland" will be implemented from October 1, 2025. It is mentioned that after the permanent basic farmland is demarcated, no unit or individual may adjust, occupy, or change its use without authorization. It is prohibited to adjust the redline for the protection of permanent basic farmland without authorization during the adjustment process of the ecological protection redline and urban development boundary. Permanent basic farmland within the urban development boundary should generally be preserved. If there are scattered and fragmented farmlands that are difficult to cultivate and need to be consolidated, priority should be given to reallocating them within the urban development boundary, with the total area not decreasing. If it is necessary to move them out of the urban development boundary, the scale of the urban development boundary should not be expanded.
