Trump used rare executive measures to cancel $5 billion in foreign aid.
According to reports, President Trump is taking an unprecedented executive action that has not been used in nearly 48 years and is currently facing legal challenges. He plans to cancel nearly $5 billion in congressionally approved foreign aid and peacekeeping expenditures, a rare "pocket veto." Trump formally notified Congress late Thursday night of his request to cancel the funds, which had been frozen earlier in the day due to litigation. The so-called "pocket veto" refers to submitting a request to cancel funds to Congress too late in the fiscal year for approval, allowing it to automatically take effect regardless of Congressional action. The cancelled funds include: $3.2 billion in USAID development assistance, $322 million for USAID-State Department democracy funds, $521 million for State Department contributions to international organizations, $393 million for State Department peacekeeping activities, and $445 million in separate budgeted peacekeeping assistance.
