The Provincial Department of Natural Resources recently issued the "Zhejiang Province State-owned Construction Land Use Right Online Transaction Rules," clarifying the responsibilities of the three levels of natural resources authorities at the provincial, municipal, and county levels in conducting online transactions. Local authorities can adopt diversified online bidding methods based on the land management and control policies formulated by the state and province. Considering the development of digitization, it is also possible to sign contracts online, instead of being limited to signing transaction confirmation documents on-site. It is specified that in case of default by the winning bidder or the selected bidder, the transferor may cancel their eligibility, require them to bear the corresponding default responsibilities as stipulated in the announcement, and make it clear that the bid guarantee deposit will not be refunded in certain situations.
