On August 28, the General Command Office of Flood Control, Drought Relief and Wind Defense in Guangdong Province issued a notice requiring all departments to do a good job in current wind and flood prevention work, and to fully ensure the safety of people's lives and property. After consultation, it was decided that the waters west of Yangjiang will implement the "Six 100%" measures for typhoon prevention before 12:00 on August 29: all fishing boats at sea will return to port to seek shelter from the wind, all personnel engaged in fishing and aquaculture, as well as marine ranching, will go ashore for safety, personnel on offshore wind power construction platforms will be evacuated, and leisure boats such as fishing and diving boats, as well as township boats, will be prohibited from going out to sea. Coastal tourist attractions and trans-sea routes will be closed in a timely manner according to the situation. In the waters east of Yangjiang, fishing boats operating at sea will closely monitor the changes in the typhoon's path and strengthen wind prevention measures. Fishing boats operating in the waters near Hainan and Guangxi will enter port for shelter from the wind, and implement wind prevention measures in accordance with local wind prevention orders. Fishing boats operating in the Nansha waters will maneuver to avoid the wind and leave the affected area.
