The Central Committee of the Communist Party of China and the State Council have issued opinions on promoting the high-quality development of cities. The opinions point out the need to improve the quality and balance of public services, strengthen the precise and efficient employment public service system, improve the social security system for flexible employment personnel, rural migrant workers, and new forms of employment, accelerate the construction and transformation of facilities for the elderly, children, and people with disabilities. Expand the supply of universal elderly care services, promote the integration of medical care and elder care, improve the universal childcare service system, vigorously develop integrated childcare services. Optimize the allocation of education resources, implement action plans to improve and upgrade basic education, promote the construction of learning-oriented cities. Implement a basic medical and health engineering project, build close-knit medical consortiums, promote the expansion and downward placement of high-quality medical resources and the regional balanced layout. Develop affordable housing according to local conditions, steadily promote flexible employment personnel to participate in the housing provident fund system, strengthen social security and hierarchical social assistance, and secure the bottom line of people's livelihood.
