The Central Committee of the Communist Party of China and the State Council have issued opinions on promoting the high-quality development of cities. The opinions point out the need to unlock the potential of existing resources in cities. Fully investigate the assets of urban housing, facilities, land, and other resources. Transform and utilize existing buildings such as old factories, inefficient buildings, and idle traditional commercial facilities, and establish a planning adjustment mechanism that is adapted to the needs of building function transformation and mixed use. Strengthen and standardize the management of existing urban infrastructure assets to improve operational efficiency. Optimize policies for property rights collection, integration, substitution, and registration, and revitalize and utilize inefficient existing land.
