According to data from the Ministry of Finance, in July 2025, the national issuance of new bonds amounted to 703.2 billion yuan, including general bonds worth 86.3 billion yuan and special bonds worth 616.9 billion yuan. The national issuance of refinancing bonds reached 510.3 billion yuan, with general bonds worth 258.6 billion yuan and special bonds worth 251.7 billion yuan. In total, the national issuance of local government bonds amounted to 1.2135 trillion yuan, including general bonds worth 344.9 billion yuan and special bonds worth 868.6 billion yuan. As of the end of July 2025, the balance of local government debt nationwide reached 52.7627 trillion yuan. Among this, general debt amounted to 1.72483 trillion yuan, special debt amounted to 3.55144 trillion yuan; government bonds amounted to 5.26023 trillion yuan, and non-government bond forms accounted for 160.4 billion yuan in outstanding government debt.
