Issuance of Regulations on the Responsibility System for Local Party and Government Leading Cadres in Ecological Environment Protection

On August 26th, the Ministry of Ecology and Environment held its routine press conference. The spokesperson for the Ministry, Pei Xiaofei, announced that recently, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Regulations on the Responsibility System for Ecological and Environmental Protection of Local Party and Government Leading Cadres". The "Regulations" adhere to political guidance and address the issue of inadequate implementation of responsibilities in the field of ecological and environmental protection. It focuses on ensuring that the responsibilities of leading cadres are fully implemented, effectively bridging the gap in carrying out responsibilities for ecological and environmental protection. The "Regulations" emphasize "three clarifications". Firstly, clarifying the duties of party and government leading cadres, assigning responsibilities to the main leaders of local party committees, governments, other leading cadres, ecological and environmental departments, and other departments responsible for key ecological and environmental protection tasks to ensure clear responsibilities and fill gaps in the responsibility chain. Secondly, clarifying the joint responsibility of the party and government, emphasizing that environmental protection must be a priority in development, production, and industries. Thirdly, clarifying strict accountability, with 5 accountability clauses detailing different levels of accountability, ensuring clear rewards and punishment.
