Highest fine of 130 million yuan announced in Changsha for administrative penalties against underground surrogacy agencies.
In May of this year, the Health Bureau of Changsha County, Hunan Province received a report reflecting suspected illegal surrogacy activities in a rented apartment in the county. The Health Bureau of Changsha County immediately organized staff to rush to the scene, and coordinated with public security, law enforcement, market supervision and other units and local departments to conduct investigations and disposal. During the investigation, relevant departments found two illegal surrogacy agencies in Kaifu District and Changsha County, both of which have been dealt with according to law. Today, the official website of the People's Government of Kaifu District, Changsha City announced: Kaifu District of Changsha City has filed a total of 4 cases in connection with this case, and has issued administrative penalty decisions, imposing administrative penalties on 5 persons involved. Among them, two operators had drug equipment confiscated and illegal proceeds of 1.679 million yuan confiscated, and were fined 25.185 million yuan; one doctor was warned, had illegal proceeds of 117,500 yuan confiscated, and was fined 30,000 yuan, with one year suspension of practice; one nurse had illegal proceeds of 60,000 yuan confiscated; and one laboratory personnel had illegal proceeds of 10,000 yuan confiscated. Previously, Changsha County Administration Enforcement Bureau issued administrative penalty decisions. A total of 9 cases were filed in connection with this case, and penalties were imposed on 13 persons involved.
