Chapter 4 of the "Code of Conduct" focuses on the theme of "regulating pricing competition behavior", refining the criteria for identifying unfair pricing behaviors such as low-price dumping, price discrimination, price fraud, price collusion, and price gouging in the field of platform economy, in order to prevent disorderly competition from distorting resource allocation and price signals. First, it aims to maintain price competition order. It stipulates that platform operators are not allowed to force or indirectly force platform operators within the platform to sell goods at prices below cost according to their pricing rules, disrupting market competition order. It is important to emphasize that if the business model of the platform operator is long-term free for users, and is conducive to promoting innovation and progress, as well as improving the long-term welfare of operators and consumers, it may not be classified as low-price dumping. Platform operators or platform operators within the platform lowering prices for fresh products, seasonal products, overstocked products, or products nearing expiration for legitimate reasons does not fall under low-price dumping. Secondly, it aims to regulate big data pricing. It stipulates that platform operators and platform operators within the platform, without a legitimate reason, must not set different prices or fees for the same product or service under the same trading conditions based on information such as payment willingness, payment ability, consumer preferences, and consumer habits without the consumer's knowledge. Thirdly, it clarifies the requirement for price integrity.
