Officials in charge of the National Development and Reform Commission answered questions from reporters on the "Internet Platform Pricing Behavior Rules."
Chapter six of the "Code of Conduct" revolves around the theme of "collaborative governance", fully leveraging the roles of all parties, strengthening departmental collaborative supervision, platform compliance management, industry self-discipline in accordance with the law, building long-term effective mechanisms, and effectively regulating the price order in the platform economy field, creating a fair competition market environment.
Firstly, there is departmental collaborative supervision. The departments of development and reform, market supervision, and internet information will base their responsibilities and regulate price behavior in the platform economy field according to relevant laws, regulations, rules, and the "Code of Conduct", issuing reminders, warnings, discussions, and law enforcement inspections to platform operators and operators within the platforms in a timely manner.
Secondly, there is platform compliance management. This mainly requires platform operators to improve internal compliance management systems, regulate their own price behavior, improve platform management rules to guide compliant operations by operators within the platform, establish channels for price complaints, take necessary measures to stop violations, establish a system for controlling the quality of platform goods, conduct quality inspections, and address quality violations, carry out price behavior-related algorithm filing procedures in accordance with the law, and cooperate with relevant departments such as internet information to conduct safety assessments and supervision checks.
Thirdly, there is industry self-discipline in accordance with the law. Industry associations and chambers of commerce are required to actively exercise industry self-discipline and guide operators to consciously regulate price behavior in accordance with the law. Encouragement is given for industry associations and chambers of commerce to establish communication and negotiation mechanisms with platform operators to better protect the legitimate rights and interests of operators within the platform, especially small and medium-sized merchants.
