Officials from the National Development and Reform Commission were interviewed on this matter and answered questions from reporters. Chapter 2 of the "Code of Conduct" focuses on the theme of "autonomous pricing by operators," clarifying that platform operators and operators within the platform have the legal right to autonomously set prices and regulating the charging behavior of platform operators towards operators within the platform to protect their right to autonomous pricing. First, it clarifies that operators have the legal right to set prices autonomously. Platform operators and operators within the platform exercise their autonomous pricing rights in accordance with the law and set prices at a reasonable level. Contracts, orders, and other normative means should be used between platform operators, operators within the platform, and operators and consumers to stipulate and change prices. It encourages operators to innovate technology and business models, improve product and service quality, and benefit consumers. Second, it regulates the charging behavior of platform operators towards operators within the platform. Platform operators are required to establish reasonable fee standards and make them public. Any additions or changes to fee items, rules, standards, etc., should be publicly solicited for the opinions of operators within the platform in a prominent position on the homepage. Third, it protects the right of operators within the platform to autonomously set prices. Platform operators are required not to violate Article 35 of the Electronic Commerce Law by taking measures such as restricting traffic, blocking stores, removing products or services, etc., and unreasonably restricting or imposing unreasonable conditions on the pricing behavior of operators within the platform.
