Premier Li Keqiang chaired the State Council executive meeting on August 22nd to listen to a report on the implementation of the large-scale equipment renewal and the policy of exchanging old consumer goods for new ones, discuss opinions on further promoting the high-quality development of the sports industry by tapping into the potential of sports consumption, review and approve the overall plan for the "Three North" project, and deploy a special campaign to improve the safety of marine fishing vessels.
The meeting pointed out that the large-scale equipment renewal and the policy of exchanging old consumer goods for new ones have achieved significant results in stabilizing investment, expanding consumption, promoting transformation, and benefiting people's livelihoods. It emphasized the need to strengthen overall coordination, improve implementation mechanisms, and better play a role in boosting domestic demand. It also called for strict measures to crack down on fraudulent activities and ensure that subsidies are used effectively. Furthermore, it emphasized the need to strengthen financial, tax, and policy support, innovate consumer and investment scenarios, optimize the investment environment, and comprehensively tap into the potential of domestic demand.
The meeting highlighted that the development of the sports industry and sports consumption is an important part of implementing the strategy to expand domestic demand. It called for increasing the supply of sports products, enriching sports events, promoting the upgrade of sports goods, strengthening industrial support elements, enhancing service support levels, nurturing growth points in the sports industry, and accelerating the construction of a modern sports industry system. It stressed the importance of mobilizing market forces to promote the development of the sports industry and expand the scale of consumption, as well as increasing the vitality of sports business entities and promoting high-quality development of the sports industry.
The meeting highlighted that the implementation of the "Three North" project is a major national strategy that is crucial for the ecological security of the country, the construction of a strong nation, and the sustainable development of the Chinese nation. It called for enhancing a sense of mission and responsibility, persistently advancing the project construction, and effectively building a ecological security barrier in northern China. It emphasized the need to strengthen planning coordination, better implement integrated protection and management of mountains, waters, forests, fields, lakes, and grasslands, implement support policies in finance, tax, and land, guide the development of characteristic industries according to local conditions, and achieve a win-win situation of ecological, economic, and social benefits. It also emphasized the need to ensure the post-construction maintenance responsibilities of all parties, explore the establishment of long-term mechanisms, and encourage all types of operating entities to jointly carry out the post-construction work of the project.
The meeting pointed out that the safety production of fishing vessels is related to the vital interests of a large number of fishermen, ship owners, and crew members. It called for combining the special campaign to improve the safety of marine fishing vessels with the promotion of high-quality development of the fishery industry, supporting the transformation and upgrading of old fishing vessels, strengthening the construction and management of fishing ports, improving the safety literacy of fishermen, utilizing technologies such as artificial intelligence, and enhancing the overall safety management and level of essential safety of marine fishing vessels.
