Zhejiang regulates the planning and approval management of special construction projects in accordance with the law.

Recently, the Zhejiang Provincial Department of Natural Resources issued the "Interim Measures for the Management of the Implementation of Special Construction Project Planning in Zhejiang Province", which stipulates that the implementation plan of special construction projects should comply with regulatory requirements such as protecting arable land and the ecological environment, and must not violate the bottom-line control requirements and mandatory contents determined by the national land spatial planning, nor violate the rules of land use control. In cases involving illegal land use or illegal construction, they should be investigated and rectified in accordance with the law. In cases involving special planning, they should comply with the specific arrangements proposed in the special planning. The "Interim Measures" will be implemented starting from September 22, 2025, with a duration of two years.
