The dining car staff violated the rules by crossing the tracks, causing the train to stop abruptly. The relevant department was called in for questioning.

On August 15th, the Shenyang Railway Supervision and Administration Bureau held discussions with Xi'an Cashima Catering Services Co., Ltd., which is entrusted by China Railway Shenyang Group Co., Ltd. Changchun Passenger Transport Section, regarding the safety hazards exposed in a railway accident at Ningbo East Station where their staff crossed the tracks illegally. The main responsible persons of Xi'an Cashima Catering Services Co., Ltd., China Railway Shenyang Group Co., Ltd. Changchun Passenger Transport Section, and the Passenger Transport Department were also summoned for discussions. During the discussions, the Shenyang Railway Supervision and Administration Bureau pointed out the safety management problems such as inadequate implementation of the main responsibility for safety production, lack of long-term safety risk control mechanisms, inadequate safety production education and training, and inadequate on-site operation control. The Bureau also listened to reports from the summoned parties on the analysis of the accident causes, lessons learned from the accident, and corrective and preventative measures.
