The special representatives' meeting on the China-India border issue reached a 10-point consensus.

On August 19, 2025, local time, the 24th meeting of the Special Representatives on the China-India Boundary Issue was held in New Delhi, India. Chinese special representative, member of the Political Bureau of the Central Committee of the Communist Party of China, and Director of the Central Foreign Affairs Office Wang Yi, and Indian special representative and National Security Advisor Doval, in accordance with the strategic guidance of the leaders of the two countries, with a positive and constructive attitude, had candid and in-depth exchanges of views on the China-India boundary issue and reached the following 10-point consensus: 1. Both sides positively evaluated the progress made in implementing important consensus reached by the leaders of the two countries since the Kazan summit, and believed that peace and tranquility have been maintained in the China-India border areas since the 23rd Special Representatives meeting. 2. Both sides reiterated the importance of maintaining peace and tranquility in the border areas, and emphasized the need to resolve relevant issues through friendly negotiations to promote the overall development of China-India relations. 3. Both sides agreed to seek a fair and reasonable framework for the solution of the boundary issue that is acceptable to both parties, in accordance with the Political Guiding Principles Agreement signed by the two countries in 2005. 4. Both sides agreed to establish boundary expert groups under the framework of the China-India Border Affairs Consultation and Coordination Mechanism to explore advancing boundary negotiations in areas where conditions are ripe. 5. Both sides agreed to establish working groups under the framework of the China-India Border Affairs Consultation and Coordination Mechanism to promote effective border management and maintain peace and tranquility in the border areas. 6. In addition to the existing General-Level talks in the western sector, General-Level talks mechanisms will be set up in the eastern and middle sectors of the border, and a new round of talks at the General-Level will be held in the western sector as soon as possible. 7. Both sides agreed to utilize the border control mechanisms through diplomatic and military channels, reach agreement on relevant principles and methods first, and promote the process of de-escalation and control. 8. Both sides exchanged views on cross-border river cooperation and agreed to utilize the two countries' expert-level mechanism on cross-border rivers, and maintain communication on renewing the Memorandum of Understanding on cooperation in cross-border river flood season consultations. China agreed to share emergency hydrological information on relevant rivers with India based on humanitarian principles. 9. Both sides agreed to reopen the traditional border trade markets at Renqingang-Changgu, Pulan-Gongji, and Jiuba-Nanjia. 10. Both sides agreed to hold the 25th Special Representatives meeting in China in 2026.
