Recently, the National Health Insurance Bureau issued the "Interim Measures for Disease-Based Payment Management for Medical Security", clarifying the policies, key technologies, core elements, and supporting measures related to disease-based payment. It highlights three aspects of regulation: first, standardizing total budget management, requiring the rational preparation of expenditure budgets, on which the total amount of disease-based payment is determined, emphasizing the rigidity of total budgeting. Second, standardizing the formulation and adjustment of grouping schemes. It specifies the formulation main body of grouping schemes, grouping framework, data and opinion support, adjustment content, etc., and generally requires adjustment of grouping schemes once every two years. Third, standardizing core elements and supporting measures. It clarifies the connotations of weight, rate, payment standards, etc., requiring that core elements be determined through full negotiations between the health insurance department and medical institutions. It standardizes supporting measures related to health insurance payments, including special case review, advance payments, opinion collection, negotiation and consultation, and health insurance data disclosure, to improve the scientific level of health insurance payments. The "Measures" also explicitly integrate the requirements of disease-based payment into agreement management, strengthen the monitoring and evaluation of reform effects, and enhance fund supervision.
