Officials from the Ministry of Finance answered questions from reporters on the "Implementation Plan for the Financial Interest Subsidy Policy for Personal Consumer Loans." In order to minimize the operational burden on borrowers to the greatest extent, the calculation, application, disbursement, clearing, and other work related to the financial interest subsidy for personal consumer loans mainly focus on the loan handling institutions and government departments, striving to make the process convenient, precise in management, and efficient in execution. While ensuring the compliant use of the interest subsidy funds, efforts are made to simplify the borrower's operations as much as possible. From the perspective of the borrower, the overall process is still carried out at the financial institutions as with a general loan. At the same time, in order to effectively identify consumer transactions that meet the subsidy conditions, borrowers need to authorize the handling financial institution to obtain transaction information from the loan disbursement account or designated account for the purpose of conducting subsidy fund audits. The authorization of relevant transaction information follows the principle of voluntary consent. If a borrower does not agree to authorize the handling financial institution to access the relevant transaction information, they will not be eligible for this subsidy policy, but it will not affect the borrower's normal application and use of personal consumer loans or the repayment of the loan and interest in full on their own.
